Resolution of Support re: Structure Inventory and Inspections BE IT RESOLVED THAT Council supports the attached resolution from the Township of Scugog regarding the Structure Inventory and Inspections.
Timmins Santa Claus Parade BE IT RESOLVED THAT Council approves the request by the Timmins Santa Claus Parade Committee for the closure of street for the Santa Claus Parade to be held on Saturday, November 13, 2021 at 6:00 pm until 9pm. Parade Route Attached. AND FURTHER THAT a ban for on street parking along the parade route be implemented on the date of the parade from 4:00 pm until 9:00 pm and no parking in the marshaling area on the date of the parade. AND FURTHER THAT the City provide 100 barricades and safety cones. AND FURTHER THAT liability insurance in the amount of $5 million be provided, naming the City of Timmins as additional named insured. AND FURTHER THAT a copy of this resolution be forwarded to the Timmins Police Service, Timmins Fire Department, Public Works Department, Parks and Recreation and Timmins Transit.

Budget Presentations 2022 - J. Campbell WHEREAS one of the most important tasks for the elected Council members of the City of Timmins is the approval of the annual budgets. AND WHEREAS the Municipal Act clearly states that council has a responsibility, to the residents, to ensure that the budget process is conducted in a transparent, accountable and fiscally responsible manner in the best interest of the taxpayers. AND WHEREAS, City of Timmins council can only perform this due diligence by having all the financial information available for public consumption. THEREFORE BE IT RESOLVED THAT this goal can only be achieved, by requiring all budgets, that are allotted funding from the tax levy, be presented individually, in detail, at an open and transparent public meeting by the various department heads or their designates. BE IT FURTHER RESOLVED THAT despite the fact that various external Boards approve itemized budgets, prior to presentation to Council, that are part of the tax levy, for agencies, boards and commissions (ABC) such as Timmins Economic Development Corporation, Timmins Police Services Board, Mattagami Conservation Regional Authority, Porcupine Health Unit, and Timmins Public Library, it is understood that City of Timmins Council has the legislative right to request a reduction in the total monetary allotment, approved these agencies, after a detailed presentation at an open and transparent public meeting by the heads of these groups. BE IT FURTHER RESOLVED THAT entities funded by separate funds, and not part of the tax levy, the airport, parking, POA, fleet and water and waste water, be part of the detailed budget process including clear indications of the forecasted revenue and matching expenses to ensure no requirement for tax levy funding. BE IT FURTHER RESOLVED THAT each department submit a schedule as to what percentage of their budgets come from the tax levy and what percentage come from other income sources. BE IT FURTHER RESOLVED THAT since salaries, and benefits represent 53% of our total budget that each individual presentation include collectively the total number of fulltime, part time and seasonal employees along with respective job titles. BE IT FURTHER RESOLVED THAT that the final budget approvals include a schedule showing the gross operating budget and gross capital budget. BE IT FURTHER RESOLVED THAT final budget approvals will also include the following calculation. Total Expenses – Other Revenue Sources = Tax Levy (Other revenue sources being defined as taxation not included in levy, user fees, other levels of government grants, i nvestment income and own fund transfers.)
