MOTIONS OF COUNCIL Khalsa Day Parade BE IT RESOLVED THAT the Council of the City of Timmins hereby agrees to close Cedar Street from Algonquin Boulevard to Third Avenue on May 27, 2023 from 8:00 am until 3:00 pm and supports the Khalsa Day Parade starting at 11:00 am, as per the attached map; AND FURTHER THAT the City provide 3 large garbage containers, 3 large recycling containers and 38 barricades with the option of requesting more at a later date; AND FURTHER THAT insurance in the amount of 5 million dollars naming the City of Timmins as additional insured be provided to the City; AND FURTHER THAT a copy of this resolution be forwarded to the Timmins Police Service, Timmins Fire Department, Timmins Transit, Timmins Public Works Department, Enforcement Services, and Timmins Maintenance Department.

Provincial Offences Write-Off BE IT RESOLVED THAT Council approves the Provincial Offences Act (POA) fine write-offs in the amount of $471,427.66 representing 1350 files.
Motion of Support re: Rural and Northern Immigration Pilot WHEREAS research from the Northern Policy Institute, Far Northeast Training Board and Statistics Canada continue to demonstrate population decline, aging demographics and significant workforce shortages in Northern Ontario and our local area, and, WHEREAS the Timmins Regional Rural and Northern Immigration Pilot (RNIP) program has recommended over 350 newcomers to the region for permanent residency, and, WHEREAS since the RNIP was implemented three years ago in Timmins, it has proven to be very successful in filling key gaps in our labour shortage, contributing to rich cultural and economic diversity for the community, now therefore, BE IT RESOLVED that Council call on the Minister and the Ministry of Immigration, Refugees and Citizenship Canada to establish a permanent Rural and Northern Immigration program to help address our ongoing challenges as we continue to implement a community-based response to attraction, recruitment and retention of skilled workforce, and furthermore, BE IT RESOLVED that this resolution be sent to the Honourable Sean Fraser, Minister of Immigration, Refugee and Citizenship Canada, the municipalities of Greater Sudbury, North Bay, Sault Ste. Marie and Thunder Bay, and their respective members of parliament.
Timmins Rock re: NOJHL Title Celebration BE IT RESOLVED THAT Council does hereby approve the use of the Hollinger Park on Friday, May 26, 2023 from 6:00 pm until 8:30 pm to celebrate the Timmins Rock NOJHL title; AND FURTHER THAT the City of Timmins agrees to close Second Avenue and Brunette Road starting from the Timmins Museum National Exhibition Centre to the Hollinger Park to allow for a parade; AND FURTHER THAT liability insurance in the amount of $5 million be provided, naming the City of Timmins as additional insured; AND FURTHER THAT a copy of this resolution be forwarded to the Timmins Police Service, Timmins Fire Department, Public Works Department, Timmins Transit and Maintenance Department
Budget Process WHEREAS the setting of an annual budget is one of the most important tasks council undertakes in a year WHEREAS the provincial government website states the following regarding the benefits of public engagement in this process: “By offering opportunities for the public to weigh in on issues and decisions your municipality can: • encourage dialogue, help residents better understand the complexities of local issues, inform municipal decisions and help build public support • generate solutions that address public concerns through effective problem and conflict management • create a sense of community pride with engagement activities that help to align the goals of the municipality, public and local organizations • improve public trust by recognizing the value of insight and expertise from individual community members” WHEREAS having a fully transparent process to municipal budgeting is necessary to encourage public engagement WHEREAS City of Timmins Council believes both transparency and engagement with residents during the budget process are important BE IT RESOLVED THAT City Council hereby does support the following steps to further enhance transparency and engagement with the public during the municipal budget process 1. Public presentations of departmental budgets that include detailed capital spend within the department, any material increases or decreases to operational budgets and what is driving those changes 2.
