1. DECLARATION OF PECUNIARY INTEREST 2A. Upgrades to the Deloro Weigh Scales (R) Whereas the weigh scales located at the Deloro Landfill require upgrades; and Whereas the Public Works Department has requested that Council sole-source these upgrades; now Therefore be it resolved that the Council of the City of Timmins hereby authorizes the Public Works Department to sole-source the weigh scale upgrades at the Deloro Landfill to K-4 Integration Inc, in the amount of $28,391 plus HST.
Deloro Landfill Hours (R) Whereas the Council of the city of Timmins had recommended during the 2016 budget process to find approximately $40,000 worth of savings at the Deloro Landfill and Tisdale Transfer Site; and Whereas the Public Works Department is recommending the following changes to the operational hours at the Deloro Landfill in the Tisdale Transfer Site to achieve the required savings as directed by council: Deloro Landfill Existing summer hours (April 1 to September 30) all week 10 hours a day Proposed summer hours Monday to Friday 10 hours a day Saturday/Sunday 8 hours a day Existing winter hours (October 31 to March 31) all week 8 hours a day Proposed winter hours Monday to Saturday 8 hours a day Sunday closed Tisdale Transfer Site Existing summer hours (April 1 to September 30) 4 days a week 8 hours a day Proposed summer hours no changes Existing winter hours(October 31 to March 31) 3 days a week 8 hours a day Proposed winter hours Tuesday & Saturday 8 hours a day Sunday closed Now Therefore Be It Resolved that the Council of the City of Timmins hereby enacts the above recommended hours for the operation of the Deloro Landfill and the Tisdale Transfer Site.
Resolution of Support re: Building Canada Fund - Small Communities Fund (R) Whereas the City of Timmins submitted an Expression of Interest to the Building Canada – Small Communities Fund in September 2015; and Whereas the City of Timmins Expression of Interest was selected to proceed to the next phase of the application process for the Kraft Creek Bridge Rehabilitation Project; and Whereas the Kraft Creek Bridge is a piece of critical infrastructure in the City of Timmins as outlined in the City’s Asset Management Plan; and Whereas the Kraft Creek Bridge is a critical infrastructure required to maintain Airport Road (formerly Highway 639) and its significant volumes of both freight and passenger traffic; and Whereas the Kraft Creek Bridge is located on Airport Road (formerly Highway 629) which is the main access to the City of Timmins Victor M. Power Airport which serves as the major passenger airport for Northeastern Ontario as well as the major airport servicing the mines located in the remote north and the many remote communities; now Therefore be it resolved that the Council of the City of Timmins hereby supports the submission of the application for funding for the Rehabilitation of the Kraft Creek Bridge Project located on Airport Road (formerly highway 629) to the Small Communities Fund.

Approval of the 2016 Operating Expenditure and Capital Budget (R) BE IT RESOLVED THAT Council does hereby approve a net expenditure increase for 2016 over the 2015 Tax Levy of $3,396,913.00 for a total operating budget of $61,703,865.00 and a net capital budget of $7,906,800.00 for a total budget of $69,610,665.00 as presented in the preliminary budget meetings.
