REPORTS & RESOLUTIONS a) Timmins Festival and Events re: Noise Exemption Request (R) THAT Council does hereby approve a request by The Timmins Festival and Events for an exemption to the City of Timmins Noise By-law 2006-6339 for Rock on the River Event to be held on Friday, July 22nd - 24th, 2016, from 11:00 a.m. to 1:00 a.m. at the Mountjoy Conservation Area Park.
Election Accessibility Action Plan (R) Whereas, it is understood that the City of Timmins Municipal Accessibility Advisory Committee is committed to removing all barriers, to persons with disabilities, to participate in the entire election process for all municipal, provincial and federal elections everywhere. And Whereas, persons with disabilities have every right to participate in the entire electoral process unencumbered. And Whereas in the last Federal election there were issues with a specific polling location that made it difficult , if not impossible for persons with disabilities to take part in the electoral process; these difficulties included a gravel parking lot and the physical location was not easy to access by virtue of its location. And Whereas it has been brought to the attention of the Municipal Accessible Advisory Committee that some polling locations were not conducive to allowing persons with disabilities to work as Election Officials due to the facilities and amenities contained within those facilities. Be It Resolved, that the Council for the City of Timmins hereby requests that the Federal and Provincial Governments direct both Elections Ontario and Elections Canada to comply with their own accessible legislation regarding elections, And Further that Provincial and Federal Election Officials contact the locally established Municipal Accessible Advisory Committees prior to an election to help ensure that polling location have the required accessible facilities both inside and out to not only allow persons with disabilities to vote unencumbered to also work as election officials during elections, And Be It Further Resolved that a copy of this resolution be forwarded to the Right Honourable Justin Trudeau Prime Minister, the Honourable Carla Qualtrough Minister of Sport and Persons with Disabilities, MP Charlie Angus, The Honourable Kathleen Wynne Premier , The Honourable Helena Jaczek, Minister of Community and Social Services, and MPP Gilles Bisson.
HR Bielek Report (R) BE IT RESOLVED THAT Council does hereby approve the Elderly Persons Centre Annual Program Expenditure Reconciliation Report for 2015/2016.
$10.00 Senior Parking Discount (R) Whereas the HR Bielek senior center which is located within the downtown BIA area where parking is severely limited, And whereas in order to address the downtown parking situation council believes that providing a discounted monthly parking pass for the library and ONR parking lot will be helpful, Be it resolved that council hereby implements a discounted monthly parking pass fee for members of the HR Bielek senior center in the amount of $10 monthly to park in the library and ONR parking lot, And further that in order to receive the discounted parking rate members of the HR Bielek senior center shall provide proof of their membership when purchasing their monthly discounted parking pass.
Expand Eligibility Parameters of the Northern Industrial Energy Rate Program (R) Whereas Forestry, Mining and Steel production companies, which are vital to the economy of northern Ontario and the Province of Ontario as a whole, are the largest consumers of electricity and energy within the Province, And Whereas there is significant potential for new projects in the mining, forestry and steel industries in northern Ontario which are currently in jeopardy of not proceeding due to the high costs of electricity and energy in northern Ontario as these potential developments consider relocating to less expensive regions such as Québec and Manitoba, And Whereas the processes used in the mining, forestry and steel industries coupled with the harsh northern climate in northern Ontario require these industries to consume large amounts of electricity and energy, And Whereas the Province has created the Northern Industrial Energy Rate (NIER) program and the Industrial Electricity Incentive which are great programs that assist northern Ontario’s largest electricity consumers to reduce energy costs, sustain jobs and maintain their global competitiveness, Now Therefore Be It Resolved that the City of Timmins hereby petitions the Province of Ontario to expand the Eligibility parameters of the Northern Industrial Energy Rate (NIER) program and the Industrial Electricity Incentive to all forestry, mining and steel production companies in northern Ontario as well as to expand programs to include operations that have great regional and local significance to their communities, And Further that a copy of this resolution be forwarded the Hon. Premier Kathleen Wynne, the Hon. Michael Gravelle, Minister of Northern Development and Mines, the Hon. Bob Chiarelli, Minister of Energy and the member municipalities of NEOMA for their support.
